This blue and white Japanese tsukesage kimono was most likely once a furisode. The kimono is made from silk, and features a multiseasonal fan design on the overall kimono. Blue clouds against white make up the background on which the fans are set upon. Typically this kind of kimono is worn with a juban and nagoya obi. This is semi-formal to formal women's attire.
